Ireland Unveils National AML Strategy, Tougher Crypto Travel Rule Measures

As regulations continue to advance around the world, one jurisdiction taking  decisive steps to eliminate safe havens for illicit finance is Ireland. This month, the Irish government launched its first-ever National Anti-Money Laundering, Countering Financing of Terrorism and Countering Proliferation Financing (AML/CFT/CPF) Strategy. This sweeping plan aims to enhance the security around cryptocurrency transfers with enhanced checks, stricter due diligence and, following an increasingly-popular trend, stronger controls for those dealing with overseas digital asset businesses.

Spearheaded by Tánaiste and Minister for Finance Simon Harris, the strategy aims to keep the State ahead of increasingly sophisticated criminal networks. For the Web3 industry, this translates to stringent new compliance mandates - most notably a robust, domestic implementation of the crypto Travel Rule.

Ireland’s domestic strategy is heavily anchored in transposing the European Union’s latest AML legislative packages, including the Transfer of Funds Regulation. However, the government’s plan outlines several specific, aggressive measures targeting virtual asset service providers (VASPs):

  • The Crypto Travel Rule: Ireland is strictly enforcing the mandate that identifying information about both the originator and beneficiary must accompany all crypto-asset transfers, cracking down on the element of anonymity people associate with crypto use.
  • Private Wallet Scrutiny: The strategy introduces enhanced checks on transfers involving private (unhosted or self-custodial) crypto wallets, which has been a major friction point for privacy advocates but a key priority for European authorities.
  • Stricter Due Diligence on Overseas Firms: In a move echoing that of countries like South Korea, and targeting a weakness the FATF have identified in regulatory security, domestic VASPs interacting with overseas crypto firms will now face elevated due diligence requirements to ensure counterparties adhere to equivalent AML standards.
  • Source of Funds Standard: Officials are establishing a strict ‘source of funds’ standard relating to the acceptance of crypto-related activities. This is to ensure the legitimacy of funds is rigorously verified before they can be introduced into the broader financial system or high-risk sectors.
